Be a CHOICES Presenter

The CHOICES Program is a highly participatory classroom seminar, presented by local volunteers from both the Chamber of Commerce and Rotary Club. It uses interactive exercises to help students learn the impact of their choices and how to take control of their lives through wise decision-making when it comes to time and money management as well as education.

The success of this project can be summed up best in the words of a student after completing the CHOICES presentation, "It (self-discipline) means pushing myself to do the right thing even if it's hard." By focusing on real world topics such as time management, job opportunities, self-discipline, and staying in school CHOICES drives home the lessons that are so often overlooked.

The Chamber and Rotary Club will present CHOICES to every school district in Pulaski County during the 2014-2015 school year. If you would like to get involved as either a presenter or a donor please contact the Chamber office at 573-336-5121.

Hello and Welcome to another month here at the Chamber. At our Membership Social on 31 Jul 14, I "officially" assumed the role of President of the Chamber. For those members who could not attend, below are the remarks I made.

"Good evening everyone! I am excited about the coming year for the Waynesville-St. Robert Chamber of Commerce. I want to express my appreciation to Mike Dunbar for the many hours that he has spent over the past two years making this a better Chamber. Mike has been instrumental in many accomplishments for our Chamber and we can never repay him for all that he has done. Working with Mike over the last two years has been a learning and rewarding experience for me. Thanks Mike for a job well done and for taking the time to help make this a better place to live and have a business. As your new President for the next year, I hope to continue the tradition of our Chamber to coordinate the efforts of commerce, industry and the professions in maintaining and strengthening a sound and healthy business climate in the Waynesville-St. Robert area. I will always promote the theme of shop local and support our chamber members. Our area has a lot to offer. We as Chamber members just need to continue to get the message out. I look forward to working with all of you and want you to please feel free to contact me with any suggestions. Our theme for this year is MOVING FORWARD….UNITED. Just yesterday, the SOP and Waynesville R-VI School District released press releases. The 2014 Supplemental Programmatic Environmental Assessment (SPEA) analyzed the socioeconomic impact of possible future cuts at Army installations, including Fort Leonard Wood. The SPEA allows community members to submit their response to the findings and to participate in a listening session. The SPEA projects that Fort Leonard Wood could lose up to 5,400 military and civilian positions by 2020. After losing approximately 1,000 Soldiers and 200 civilian positions at Fort Leonard Wood due to the 2013 Programmatic Environmental Assessment (PEA), additional loses would have an even greater negative economic impact on the region. As Joe Driskell said yesterday, "The most important thing people can take away is they have an opportunity for comment... unless the Army hears from people, they will assume people don't care as much as they did last year."

This makes this year's theme of moving forward….United even more meaningful. As we have to date, we need to continue to work together as stakeholders to make the region an ever better place to live, work and play, while enabling FLW sustainability and growth. I pledge to all chamber members that the chamber board, staff and committees will work diligently with our Regional communities, governments and organizations, Fort Leonard Wood, and state and federal enablers working together as stakeholders to make Waynesville, St. Robert and Fort Leonard Wood successful. "

"Moving Forward….United"

Chamber Chatter

As we start a new Chamber year I would like to welcome Phil Tackett as our new Board President. I am looking forward to the next year and the new ideas he will bring to the Chamber. I also look back over the last two years and thank Mike Dunbar for his dedication, advice, service, motivation, commitment, friendship, caring and time. He has been a blessing to the Chamber and through his leadership we grew as an organization. I personally can't thank Mike enough for all he has done to mentor me. We have a great Board of Directors that work hard to put the membership first in all we do.

As school is about to start the Chamber, in partnership with the Rotary Club of Pulaski County, will present the CHOICES program for the 8th year. This program is presented to all 8th grade classes in Pulaski County. We now need volunteers to attend training at the end of this month to prepare to be presenters. We need enough volunteers to have one in each classroom and a few in reserve in case we need fill ins. Please contact me as soon as possible if you are interested in this program.

The Chamber staff has started to make our fall sponsorship calls and if you have turned in your form for the year we appreciate your continued support. Don't miss the deadline to register for your free booth at the Regional Job Fair on August 28th. This is an opportunity to collect resumes or even interview candidates. We are also preparing for the Frog Race on October 4th and the Community Pride Night at this year's homecoming football game of the Waynesville Tigers on October 10th. Show your Tiger Pride and become a sponsor!

If you have any questions or concerns please give me a call at 573-336-5121.

President's Message

My name is Taylor Olson and I am a military contractor working as a BlackBoard Help Desk Technician for the MSCoE Lifelong Learning Center. Prior to my help desk position I worked for the Pulaski county tourism bureau and server as an AmeriCorps VISTA in the Waynesville School District.

My family moved to the area in 2000 and I graduated from Waynesville High School in 2005. I attended the University of Central Missouri and graduated with a dual bachelor's degree in Political Science and History. While in College I served as a senator for the Student Government Association and was President of the Model United Nations. I was also a member of and Scholarship Chair of the Alpha Kappa Lambda national fraternity. I spent a semester abroad in Australia learning their culture and studying their governmental processes. I thoroughly enjoyed my time studying aboard as it really helped me to expand my thoughts globally and allowed me to interact with many people of different cultures.

I joined the Chamber in April. I currently serve on the Government & Military Affairs Committee and Economic Development Committee. With my involvement on these committees I am looking for ways to continue to expand Fort Leonard wood's role in the area as well as ways to bring other substantial businesses to augment the economic impact in Pulaski County.

I love to travel, read, and work on computers. I am really looking forward to being more involved in the communities of Pulaski County. I am very proud to be a new member of the Ambassador's Club.

Pulaski County has been approved by the Missouri State Investment Board as a Work Ready Community In Progress. There are now 43 Counties participating in the Work Ready Community In Progress Certification Program. The Pulaski County steering committee is chaired by Wayne Morgan Executive Director of the Pulaski County Growth Alliance. Members of the committee are; Gene Newkirk, Luge Hardman, James H.Morgan, Cecilia Murray, Gary Doerhoff, Darrell Vaughan, Rosalind Pride, David Miller, David Dougan, Cheri Tune, and Geoffrey Bieniek.

The goal of Certified Work Ready Communities is to attract, retain, and develop a workforce with the education and fundamental skills necessary to succeed in the 21st Century. The designation demonstrates Pulaski County's dedication and commitment to preparing their workforce for the jobs of today and the jobs of the future. The CWRC in Progress status grants Pulaski County up to two years to attain full CWRC Certification.

Employers are needed to help Pulaski County reach the CWRC Certification. There is no cost involved and does not obligate an employer to anything. It simply indicates you have heard of the NCRC and that you would prefer candidates who apply for your job openings to have a certificate. To support this effort just go to http://workreadycommunities.org/business/form. This is a very short registration and only takes two minutes. The goals for Pulaski County are updated monthly and can be viewed at any time at www.workreadycommunities.org.

From the Banks of the Roubidoux!

As we enter the month of August, I ask the community to take a moment to remember the flood of 2013. Our hydrology engineers say that the August flood was determined to be a 100 year flood, with pockets of a 500 year flood seen along the Mitchell Creek/Hull Valley neighborhood. Twenty inches of rain in a three day period is something that no city can be adequately prepared for.

I ask you to remember the young family we lost. Jessica and Elyjah Lee cross my mind every day. I continue to send our deepest condolences to their family and would like to announce for the Lee family that a memorial will be held on August 6 at 6:00 p.m., at the Roubidoux Bridge in downtown Waynesville. You may park in the RV Park area.

I ask you to remember the damage to over twenty homes throughout the City, the life changing upset, the loss of security and the financial loss to our citizens and the widespread destruction throughout the county. As events developed a year ago, it was obvious the kind of community we live in; as people from all over the county, EMT personnel and first responders, our neighboring cities, the military and private businesses came to our aid and helped us make it through those first few weeks. We say thank you for that response.

This year has gone by quickly, but we have not been idle in the City of Waynesville. The draft report from our hydrology team has been received by the City and the major findings confirm some of the initial observations about the flood and the Mitchell Creek area. Key components they recommend to improve conditions on Mitchell Creek and in the City include: replacing the low water bridge on Dyer Street (which serves to keep the gravel level in the Creek artificially high), reduce the gravel load in the creek bed by installing a structure upstream to serve as detention and a gravel trap. This report will be discussed throughout the month of August at committee meetings and the City Council meeting. It is our intention to do everything we can to make our City safer.

The City suffered over a million dollars in damage to our infrastructure, roads, equipment and emergency response costs. We are working with FEMA and SEMA to recover some of that financial loss. This year has been busy working with FEMA, DNR and the Corps of Engineers getting permission and input concerning many of the storm water issues we face. Over the years, Mitchell Creek has become the watershed for thousands of acres of land, much of it under development, and because much of that land lies in unincorporated areas of the county, there are no controls or regulations that create detention for the water. The City has worked hard to remove over 40 dump truck loads of debris, trash and trees from the Mitchell Creek area, the Ichord Avenue area and the Pearson Hollow area near T Highway. Major work in the creek bed has to receive special permission and we continue to work on that process. Our staff has cleaned drainage areas and replaced several culverts, as we began a City-wide evaluation of what we could do to improve our storm water systems.

The City is working on several important projects to address issues brought to light by the flood. They are:

*We have repaired the R-V Park, re-routing electricity there to avoid future destruction and plan the replacement of the shower
house with a moveable bath facility.
*We will shortly demolish the two metal buildings located in the R-V Park area and the street department will be
re-located in the bottom of the old cinema building, as we take possession of that building.

*We have submitted a grant to build a low water bridge on Dyer Street.
*We are working with FEMA to remove the lift station at the Roubidoux Bridge and get it out of the Creek area, moving it to North Street.
*We are moving our baseball fields to City property located behind the County Annex and placing soccer fields in the lower area.
*We are working to purchase land across the Interstate to serve as a detention area to slow water coming into Waynesville and to build a gravel collection area.

Please know that the City Council and I are very serious about improving the City's situation. We continue to work with FEMA and other agencies to get these projects completed. It has been a busy and, sometimes, frustrating year working on some of the issues, but we will not quit. Our thoughts this month are with our citizens who suffered loss of life and loss of property. As I said last year, we will persevere and we will soldier on!

From the banks of the Roubidoux,

Luge Hardman
Mayor of Waynesville
