Recovery from an illness or surgery may take place in the comfort of your own home. Services may include nursing, physical therapy, occupational therapy, speech therapy, social worker and bath aides for personal care. We also offer Telehealth which provides oversight for a specific illness with results gathered daily in the home and transmitted to the RN for review. The Phelps Regional Homecare Hospice service provides holistic care for the patient with a life-limiting diagnosis and a focus on improving the quality of life. Hospice is a type of care provided to address pain control and symptom management, and may be provided in the home or in a nursing facility. Services may include nursing, therapy, social worker, bath aides for personal care, chaplains and volunteers. Our staff will review the situation and determine if the patient is a candidate for Hospice care. Hospice is covered by Medicare, Medicaid and most other insurances with specific training in the Veteran's Benefit.

Our Hospice service uses volunteers to be part of a professional team of caregivers who will give you the training, education and support you need. You may donate as much or as little time as you wish. Opportunities include being a companion for a Hospice patient, caregiver relief, errands/shopping as needed, office assistance and/or assisting with special events. There are also opportunities for experienced Veterans to provide Veteran-to-Veteran volunteer time. If you are interested in becoming a Hospice volunteer, please contact our office.

The Missouri Legislature is in session and I will be watching economic development issues.

Tax cuts are being brought back under HB 1310 and was granted approval this week in the house Ways and Means Committee. HB 1310 would reduce business income tax rates by 50% in 10% increments every year the state collects more revenue than it did in Fiscal Year 2012. It also reduces the corporate income tax from its current 6.25% to 3.125% over 5 years and allows a business with an average payroll at or above 150% of the average county wage to get the 50 percent reduction beginning in 2014.
This Bill was vetoed by the Governor last session and has opposition again this year. Tax Credit reforms are having their annual discussion. HB 1498 reduces the cap on Historic tax credits, Low Income Housing Tax Credits, and prohibits these two programs from being used on the same redevelopment project. This Bill would also create a tax exemption for data storage centers, revive the Distressed Areas Land Assemblage tax credit, create the Missouri Angel Investment Angel Incentive Act, and establish the Missouri Export Incentive Act to encourage foreign trade through international airports. I think this Bill has too many areas of concern and will have a difficult time for passage.

Starting in February 2014 your Driver's License renewals postcards have a new and explain what you need to renew your driver's license. If you don't receive a renewal postcard you may call the Waynesville Motor Vehicle and License Office 573-774-8400. They will tell you what you need to bring to the office. There are 3 steps to remember:
Step 1; bring you current driver's license and social security card or tell the clerk your social security number.
Step 2; Verify your Residential Address- use renewal postcard or utility bill, or property tax receipt, or voter registration
Step 3; If name has changed: Certified Court Order if divorce or marriage

From the Banks of the Roubidoux!

Dear Citizens:

City Council was abbreviated this month, as weather cancelled many committee meetings. The Council did vote to move our Street Department from the RV area to the bottom of the B and B Cinema building, once they move into their new facility around May. Remember that we plan our third electric increase with your April bill and with the extreme weather, expect your bill to be higher than last year.

We had several visitors at City Council this month. General Leslie Smith and CSM Terrence Murphy brought greetings to our citizens. U. S. Army "Rising Star" winner, Sgt. Christiana Ball thanked the community for its support during her competition.

The Waynesville 6th Grade Center's LEAP class, also known as the "Leaping Legos", came to tell the Council of their recent competition, which involved factors of the August flood. The students did a wonderful job with their competition and their presentation. The Rainbow Girls presented a new laptop and other monies to the Waynesville Animal Shelter from their fundraising and volunteer efforts. We are very proud of these young people and thank them for taking part in their local community.

Goals are very important for planning and success. The staff and I have prepared a list of goals for the next two years and these were distributed and discussed. I have asked the Council to add and comment on the list. This year our budget already reflects many of them. Several of the goals have to do with flood mitigation and preparing ourselves for FEMA reimbursements. The Council and I believe that we must work to be proactive about the mitigation process. Among plans for this year are:

FLOOD MITIGATION including relocating the Street Department, relocating the RV shower house building, relocating the Kiwanis' baseball fields, relocating the Roubidoux Lift Station by the Bridge, rebuilding the RV Park, and giving attention to cleaning out Mitchell Creek and increasing its flow.

OTHER GOALS:
Paving prioritized streets, including Hull Valley
Repairing the bridge on Polla Road and Tiger Bridge
Building a WELCOME sign at Ichord Avenue
Building a Park Stage in the Roubidoux Park
Begin planning and design for an accessible playground in the Roubidoux Park
Design and install the Trail of Tears site and an interpretive walking tour, using a partnership with the National Park Service and Pulaski County Tourism Bureau
Pave, stripe and light the downtown parking lot # 2, beside the Post Office
Researching an automated notification system for the City, to replace the damaged tornado sirens
Complete a Downtown Comprehensive Plan with the DREAM team
Redraw our City Wards to distribute the population more evenly
Build a water tower and begin marketing the Waynesville Industrial Park
Install valves to increase water pressure in the Pioneer Ridge Subdivision
Begin planning an alternate road to the High School
Purchase three new police cars, using a lease/purchase option

We will work on these projects, as well as the day to day business of the City. This will be a very busy and productive year for the City of Waynesville. I am proud to work with such a progressive group of men and women on the City Council. I am proud of the city staff and employees. I am proud of the support that we get from our citizens. Many of you tell me that you are glad to see the many improvements we have worked hard to achieve. The 2013 flood stopped some of our plans for a while, but we are committed to making progress and getting back on track.

REMEMBER TO SHOP LOCAL!

From the banks of the Roubidoux,

Luge Hardman
Mayor of Waynesville

Chamber Quarterly +1 Luncheon - February 12th at 11:30 a.m. at the Greater Community Fellowship Hall located on Highway Y. Our sponsor will be Phelps County Homecare. Please contact the Chamber Office to RSVP before 9:00 a.m. Tuesday, February 11th.

**Please note** The Chamber of Commerce is excited to have such a large number of its members attend monthly luncheons. Unfortunately, due to the large number of last minute Chamber luncheon attendees a policy has been put into place by the Chamber Board of Directors. This policy started in APRIL 2005; anyone who responds after the R.s.v.p. cut-off time (9:00 a.m. the Tuesday before the luncheon) or shows up without an R.s.v.p. may be charged an additional $10. If an R.s.v.p. is received and they do not attend the luncheon there may be a $10 charged for the meal. The decision was made to charge this amount to compensate our Chamber member restaurants for the last minute adjusts they must make to their menus.
