SCHOLARSHIP PROGRAM

The MPRA Scholarship Program awards scholarships annually to children and spouses of members of the MPRA. Students may be enrolled, or planning to enroll, in an accredited college or university in a program of undergraduate and graduate studies. The program was established in 2006 with the purpose of providing educational tools to the family members of the Military Police Corps Regiment.

The MPRA Scholarship Program is made possible through generous contributions from friends of the MPRA and from proceeds from a variety of fundraising efforts.

BENEVOLENT FUND

The MPRA Benevolent Fund is dedicated to provide financial relief to members and retirees of the Military Police Corps Regiment and Soldiers or civilians working in support of the Military Police Corps Regiment in times of need. Established in 2007, the MPRA is proud of the fact that over $80,000 has been distributed to date. Membership is not a requirement to benefit from this fund but it is strongly encouraged. Leaders at all levels are encouraged to take advantage of the fund whenever they have exhausted all means to financially support Soldiers and family members in times of need. All requests will be verified through the battalion level chain of command. The Benevolent Fund is one of the many ways that the MPRA supports Soldiers around the globe every day.

REGIMENTAL WALKWAY

The Military Police Regimental Walkway and Memorial Grove has come a long way over the years. You can visit the Grove just about any time of the day and you will see people of all ages paying homage to our Regiment's heroes as well as all MP's past, present and future. That's what it is all about. The Memorial Grove currently has 2 statues and is in the process of a third. The first is a bronze crossed pistol archway that has become known as the "Gateway to the Regiment." The second is a 10-foot high bronze replica of the World War II era MP Soldier who is directing traffic on the battlefield in the "Of the Troops and For the Troops" art piece. The third one will be the Marechaussee on Horseback overlooking Memorial Grove. We are scheduled to have this statue complete by 2016. Two additional walls for the units to dedicate plaques and a bridge over a historical marker leads to the completed foundation for the walkway. Lights were installed throughout the Grove which now allows for visits after dark. Dedicated granite benches and trees display the names of Soldiers who paid the ultimate sacrifice and MP Units around the world. Thousands of bricks line the walkway that honor individual Soldiers as well as units. You can find any brick by simply typing the name into the state-of-the-art kiosk that rests beneath the gazebo or by visiting the Memorial Grove section of the MPRA website. The Regimental Walkway is truly an amazing and awe inspiring place to visit.

President's Message

Carol Welch

Born in Waynesville at the former Pulaski County Memorial Hospital. Even though my father was military, the family still had roots in Pulaski County. I have traveled throughout the United States and Europe and when the opportunity presented itself I returned to Pulaski County to live in 1992.

Graduated in 1970 from Kaiserslautern American High School, Kaiserslautern, Germany.

I became an employee of the City of Waynesville in September 2001 and was appointed City Collector in January 2002 and Deputy Clerk in August 2005. On November 20, 2009 I was appointed City Clerk. Upon completion of classes taken through the Missouri City Clerks and Finance Officers Association, I received the designation of Missouri Registered City Clerk in March 2011. I am a graduate of the Leadership Pulaski County Program Class of 2013 and served as class president.

I like to read, write, travel, bowl, play bingo and spoil my grandchildren.

Tourism Notes

Family and Friends Visiting This Year?

If your household becomes the "vacation destination" for your friends and family be sure to stop by the Visitors Center and we will be happy to help you with itinerary ideas. The last two years my "sisters" vacation has been right here in beautiful Pulaski County, and we are staying here again this year. What in the world can we possibly be doing, you ask? Well some of the things we have done; visited the various museums, taken a Veterans Memorial Tour, stuffed ourselves at a progressive dine around, got our kicks along Route 66, strolled, ran and splashed at Stone Mill Creek, watched cave diver's at Roubidoux Springs, geocached, and even took a night out for the "old ones" for a pub crawl. I have been a tour guide for many friends and family that have come to visit and they all have had a great time and couldn't believe there was so much to do! And in case you have some of those family members that are better off staying "off site" We have 30 hotel/motels that fit any need and any budget as well as cabins and RV rentals.

Our county outfitters are ready to provide relaxing and fun float trips along our beautiful rivers. Have you ever floated in a kayak or taken the family out on a raft or rented a group of inner tubes? It's a great way to spend quality time together. As we know time is short and the right time is NOW to make those memories that will stay with you and your children forever. And don't forget if you are planning a church, scout troop or business retreat a float trip is a great option and most of the outfitters have pavilions available to hold your cookouts and socials.

Plan your activities around the events happening in June. Paranormal Investigations, bull riding, 5K Runs, poker runs, movie in the park, the Pulaski County Regional Fair, the Tri-County Fair, antique car show, The Gas Canoe race, Hog bash, Route 66 Festival or take the Marines Volkslauf challenge. Please visit our website http://www.PulaskiCountyUSA.com for more information and be sure to download our phone application!

We are excited to share the news that the Pulaski County Courthouse Museum has extended their hours! They are now open on Thursday's from noon-3pm in addition to Saturdays 10-4pm And if you enjoy history and visiting with people you may want to visit with the staff of the Courthouse, Old Stagecoach Stop and Frisco Railroad Museum's about volunteering.

Memorial Weekend kicks off the summer season and the Visitors Center is open 7 days a week; Monday-Friday 8am-5pm, Saturdays and Sundays 9pm-3pm. Come by and see us!

The Missouri Legislative Session came to a close May 17, 2013. There are several bills awaiting the Governors signature which impact the economic development programs of Pulaski County. The first one is SB 51 which modifies provisions related to the regulation of motor vehicles. In the bill is fee increases for motor vehicle and license office transactions. The Pulaski County Growth Alliance is the contract manager for the Waynesville Motor Vehicles and License Office. This increase would be used to help our economic development efforts.

The Missouri Works Bill HB 184 promoted by the Missouri Department of Economic Development to stream-line tax credits for business expansion and attraction is also waiting for the Governors signature. I am still learning how this will change our tax credit offering to existing and new business.

I am attending the Missouri Economic Development Spring Conference June 11,12,& 13 to find out what the outcomes of this legislation really are. Also, HB 196 establishes a training program by combining the state's three existing job training incentive programs. Again, I will learn more how that effects us at the MEDC Conference in June.

HB 34 contains prevailing wage changes that may effect our efforts in the new industrial park in Waynesville. If the Pulaski County Growth Alliance is to build a spec building, a lower prevailing wage would be a big benefit. One disappointment was the failure of the legislature to institute a transportation bill to solve the states transportation problems.

A bill that passed was HB 253 reducing Missouri's personal income tax rate and corporate income tax. However, the Governor has indicated he will veto this bill. The Governor has till mid July to sign, veto, or do nothing to the bills passed.

NOTES FROM THE ROUBIDOUX

Dear Citizens:

It finally feels like the spring and summer seasons have arrived. Enjoy the outdoors. The Community was highlighted recently at a public forum to respond to the Army 2020 call for realignment of the military. I wanted to also say how thrilling it was to see such a massive response and turnout to these events. On Saturday, May 17, we also saw that caring community respond to the Mission Continues program, which rehabilitated the new County Annex building in downtown Waynesville. Such tremendous response highlights this military minded and service oriented community. Thanks again!

At the May City Council, we recognized as "Good Citizens", Rachelle and George Beasley. The Beasley's donated land for the building of the new City welcome sign on Highway 17 North. It is grand to have so many citizens willing to sacrifice for the good of the community. People who supported the downtown sidewalk/lights program several years ago and people who signed easements for the building of the new sidewalks in West Waynesville are perfect examples of what it means to be a good citizen in a community. Our thanks to all of you!

OLD H HIGHWAY UPDATE: The City plans to start work June 3rd on the new crossing over Mitchell Creek on Old Highway H, located near the tennis courts. This project will replace the current low water bridge with a culvert system, which will increase safety and provide improved access to the nearby neighborhoods and the high school area.

The new crossing is designed to handle a 50 year flood event without backing up water. The construction is projected to be completed by August 15th. During construction, the area will be closed to traffic and residents will use G. W. Lane Street to access their neighborhoods. The City apologizes for any inconvenience during this time.

The Council approved the final plat for the Waynesville Industrial Park, across the Interstate, and also changed the zoning from Agricultural to Mixed Use 2, which will allow commercial and light industry to operate there. Our City staff is working hard to install infrastructure and we plan to have signage soon. We are excited about this new addition to the City and are hopeful that it will lead to more development and jobs for our citizens.

The Police Department has installed a new tip line for reporting crime and vandalism. This line is anonymous and may be reached by dialing 774-STOP. We have had a rash of vandalism in our parks lately. Please know that we are watching and if you are the guilty party, we will prosecute you to the fullest extent. If you see vandalism, please call 911 and report it. It is your tax money that they are wasting!

Our downtown lighting project is in full swing. We realize that the construction is a headache and we appreciate our local business community bearing with us during this phase. Hopefully, it will be well worth the annoyance. We are also planning a public forum in June sometime for a discussion of the T Highway project. MoDOT will be at that meeting to discuss our options for relieving the congestion at the T Highway area. Details will follow.

SHOP LOCAL! and remember the Freedom Fest, June 15th on the Square in downtown Waynesville.

Have a great month, enjoy the weather, congratulations to our recent graduates. We wish you all good luck in the future!

From the banks of the Roubidoux,

Mayor Hardman

Thank you to everyone who came out to our glow in the dark golf tournament. It was a lot of fun and the City of Saint Robert is looking forward to the next one. A special thank you to some of the area businesses for sponsoring this event: Mid Missouri Motors, Mobil on the Run, First State Bank, Security Bank and Sellers-Sexton.

The 1st Annual 5K Walk/Run to support the St. Robert-Waynesville Youth Sports Program was a success! A total of 32 runners participated in the event on the chilly spring morning. It rained and snowed off and on as the event workers set up the course and prepared for the race to begin, but just as the participants lined up at the starting line the sun broke through and we had beautiful weather for the race! Volunteers, family and friends cheered racers on as they crossed the finish line. In the end, volunteers and participants all had a great time. All participants did a great job! Once again, we thank you for your support of the St. Robert-Waynesville Youth Sports Program. Thank you also to all of the Volunteers and Sponsors who helped with this event…it would not have been possible without you!
