The Pulaski County Growth Alliance will hold their annual meeting January 28, 2010 at the Waynesville Career Center.

The new directors and officers will be elected at this meeting.

We will also recognize our 2009 members.

The progress the organization made in 2009 and the goals and objectives for 2010 will be presented.

The strategic plan for the organization is being developed by the board.

The Prager Report is being used as a road map to develop the plan.

The Prager report was developed with the use of U.S. Department of Defense, Office of Economic Adjustment funds.

The Roadmap strategies designed look at Business Retention, Expansion, and Entrepreneurship, Business Attraction, Research and Information, and Business Climate Improvement.

Another guide in developing the plan will come from the Missouri Department of Economic Development MOCAPP Program.

I have used this program on three separate occasions.

This program defines Economic Development into 9 basic categories; they are
Business Attraction, Site Development, Business Retention and Expansion, New Business Development, International Marketing, Workforce Development, Tourism, Downtown Revitalization, and Agribusiness.

As we look at these categories we will develop goals and objectives to guide us through this year and provide a measuring stick of our progress.

The question that everyone keeps asking leading economist is the recession over.

I read a recent article in the Business Expansion Journal where a panel was asked that question. The panelist stated that we would not see any significant improvement for 6 months to a year.

They all agreed the tight commercial real estate credit market is a major impediment to a recovery.

The impediment that I see is the 10% unemployment level.

This means to me that 6% of our population does not have disposal income to buy goods and services other than the basics.

Also, I think that individuals are looking to cut debt and are spending less.

We must develop new employment opportunities to reduce the unemployment level to the 4 % range.
