This month I have seen two RFP's for wind turbine
manufacturing facilities. These leads came from the Missouri
Partnership and the companies requesting RFP's were both German
Companies. We had to decline on responding to these requests.
After looking at the RFP it was apparent that we did not meet
their requirements. They needed a minimum of seventy five
acres, and incentives which we don't have in place at this
time.
We have identified 47 acres close to Interstate 44 which
we have listed on Missouri Location One. If anyone knows of
a 100 acre tract or more close to interstate please contact
me. We need to have available sites on file so we can respond
to future inquires.
As far as incentives go we are working to have a valuable
tool know as an Enhanced Enterprise Zone designation in place.
This tool allows businesses to receive tax credits for new
and expanding of business facilities. The tax credits are
saleable and sold for at least 80 cents on the dollar. The
local portion allows for real property tax abatement. Personal
property such as machinery and equipment are taxed 100 %.
The company must pay above county wages and provide health
insurance for its employees. Today there are close to seventy
communities who received this designation. To establish an
Enhanced Enterprise Zone the County Commission must appoint
a 7 member board. The Board determines the area of the zone,
the eligible business clusters as defined by the NAICS code,
and the local abatement. A public hearing must be held as
outlined by MO. State Statue. After the public hearing an
ordinance must be passed by Municipalities and the County.
This process may take up to 6 months to complete. If you need
